The Act on the Digitalisation of the Energy Transition defines the rollout of smart meter systems in Germany as well as the access to and use of data from these smart meters. The Act entered into force on 2 September 2016 and also incorporates the Metering Point Operation Act. The latter act regulates the operation of metering points and the data communication by smart meter systems.
The decision of the Federal Network Agency (BK6-16-200 of 20/12/2016, German) determines the adaptation of the provisions for electronic market communication (interim model) to the Metering Point Operation Act. The interim model is used to integrate smart meters and modern metering equipment in the existing market processes for application as of 2017. The interim model for instance provides for the star-shaped transmission of the measured data of RES installations to the TSO.
When the interim model is launched, 50Hertz will assume the function of external market participator (EMP) with the market role of transmission system operator (TSO) within the 50Hertz control area as of 1 October 2017.
