A precondition for a participation in the tenders for control energy is a successful pre-qualification. In principle, the pre-qualification is taken care of by the transmission system operator (TSO) to whose control area the relevant technical unit is connected (connecting TSO). 50Hertz endeavours to pre-qualify as many potential suppliers for the different types of control reserve as possible. The current framework agreements can be found under Downloads on the www.regelleistung.net web page. The pre-qualification documents have to be filled in completely and signed in a legally binding manner:
- for primary and secondary control reserve: annexe D1 or annexe D2 to the Transmission Code and specific pre-qualification documents of 50Hertz
- for tertiary control reserve: annexe D3 to the Transmission Code, including the attachments thereto.

Chapter 5 "System Services" contains the general requirements, annexes D1-D3 the detailed requirements for the different types of control reserve: PCR, SCR or TCR.
