Immediate provisional horizontal burden sharing
All horizontal burden sharing between TSOs must be completed "immediately and provisionally". This includes the variations of remunerated energy volumes over time in addition to the remuneration payments and their volume. The TSOs have agreed to perform horizontal compensation for the component of ‘wind energy and solar energy’ immediately through an extrapolation based on reference measurement data collected for each control area.
This procedure was introduced on 01 September 2004. The projected electricity generated by wind turbines is forecast by each TSO – relative to its respective control area – on the preceding day, and several times during the current day. This forecast serves as a guideline for each TSO for the quantity of substitute energy it has to procure or market on the following day to maintain its power balance.
