Grid reserve

Call for expressions of interest in accordance with § 4 para 2 of the German Regulation on Network Reserve (NetzResV) for the winter period 2022/2023 (1st October 2022 -31st March 2023)

In accordance with the provisions of the German regulation on network reserve of power plants (Netzreserveverordnung) as last amended on 13th May 2019, the German national regulatory authority (Bundesnetzagentur, NRA) has examined the requirement for additional reserve power for the network reserve as determined by the German transmission system operators for the winter period 2022/2023, and has published the associated report in accordance with § 3 para 1 NetzResV.

In the report of the German NRA dated 29th April 2022, an additional demand for generation capacity for the network reserve in the total amount of 1424 MW is determined for the winter term 2022/2023, for the coverage of which an expression of interest pursuant to §4 NetzResV is initially launched. The total amount of network reserve capacity to be acquired may change depending on the sensitivity to network congestions and has to been evaluated in the context of possible alternatives within the congestion management as well as the current political situation.

The German transmission system operators hereby invite interested power plant operators to submit expressions of interest in accordance with § 4 (2) NetzResV for the participation of their power plants in the network reserve in the period from 2nd May 2022 to 15th May 2022. To submit an expression of interest, interested operators are required to complete the documents supplied for this purpose and return send them to the responsible transmission system operator, both electronically and in printed form.

  • for Germany: the relevant connecting transmission system operator
  • for Italy and Switzerland: TransnetBW GmbH
  • for France and Luxemburg: Amprion GmbH

The deadline for submitting expressions of interest for participation in the network reserve is 15th May 2022. The electronic submission of the signed documents is relevant for the on-time submission.

Possible resulting contracts will depend on approval by the German NRA, especially regarding the selection of plant operators to be contracted and resulting financial obligations upon the responsible transmission system operator. There is no legal entitlement to conclude a contract.

Call for expressions of interest in accordance with § 4 para 2 of the German Regulation on Reserve Power Plants (ResKV) for the winter period 2019/2020 (1600 MW)

In accordance with the provisions of the German regulation on reserve power plants (abbr. Reservekraftwerksverordnung – ResKV) dated 27th June 2013, the German regulatory authority Federal Network Agency has examined the requirement for additional reserve power for the network reserve as calculated by the transmission system operators for the winter period 2016/2017 and has published the associated report in accordance with § 3 para 1 ResKV.
The report by The Federal Network Agency from 4th May 2015 identifies a direct additional requirement for a total of 1,600 MW generation capacity for the network reserve. To cover the required generation capacity, the transmission system operators launch a call for expressions of interest in accordance with § 4 ResKV.

We hereby invite interested operators of electricity generation or storage facilities (“plant”) to submit an expression of interest in accordance with § 4 para 2 ResKV to have their plant included in the network reserve from 1st October 2019. To submit expressions of interest, interested operators are required to complete the documents below supplied for this purpose and to return them to the responsible transmission system operator, both electronically and in printed form:

  • for Germany: the relevant connecting transmission system operator,
  • for Austria: TenneT TSO GmbH

We hereby invite interested operators of electricity generation or storage facilities (“plant”) to submit an expression of interest in accordance with § 4 para 2 NetzResV to have their plant or portfolio included in the network reserve for winter 2017/2018 beginning from 1st October 2017. To submit expressions of interest, interested operators are required to complete the documents supplied for this purpose and to return them to the responsible transmission system operator, both electronically and in printed form:

In accordance with the provisions of the German regulation on reserve power plants (abbr. Reservekraftwerksverordnung - ResKV) dated 27 June 2013, the German regulatory authority Bundesnetzagentur has examined the requirement for additional reserve power for the network reserve as calculated by the transmission system operators, and has published the associated report in accordance with s. 3 para 1 ResKV.

The report by the Bundesnetzagentur identifies a direct additional requirement for a total of 518 MW generation capacity for the network reserve, which must be contracted by the transmission system operator via a call for expressions of interest in accordance with s. 4 ResKV in conjunction with the transitional deadlines for 2013 as per s. 13 para 1 ResKV.

We hereby invite interested operators of electricity generation or storage facilities (“plant”) to submit an expression of interest in accordance with s. 4 para 2 ResKV to have their plant included in the network reserve from 01 October 2015. To submit expressions of interest, interested operators are required to complete the documents supplied for the purpose and to return them to the responsible transmission system operator, both electronically and in printed form:

2nd call for expression of interest winter 2014/15

To cover the required generation capacity, the transmission system operators launch a call for expressions of interest in accordance with § 4 ResKV.

We hereby invite interested operators of electricity generation or storage facilities (“plant”) to submit an expression of interest in accordance with § 4 para 2 ResKV to have their plant included in the network reserve from 1st January 2015. 2nd call for expression of interest winter 2015/16

In accordance with the provisions of the German regulation on reserve power plants (abbr. Reservekraftwerksverordnung- ResKV) dated 27 June 2013, the German regulatory authority Bundesnetzagentur has examined the requirement for additional reserve power for the network reserve as calculated by the transmission system operators for the winter period 2015/2016, and has published the associated report in accordance with s. 3 para 1 ResKV.

The report by Bundesnetzagentur from 2nd May 2014 identifies a direct additional requirement for a total of 1439 MW generation capacity for the network reserve. To cover the required generation capacity, the transmission system operators launch a call for expressions of interest in accordance with s. 4 ResKV.

We hereby invite interested operators of electricity generation or storage facilities (“plant”) to submit an expression of interest in accordance with s. 4 para 2 ResKV to have their plant included in the network reserve from 01 October 2015. To submit expressions of interest, interested operators are required to complete the documents supplied for the purpose and to return them to the responsible transmission system operator, both electronically and in printed form:

  • in Germany: the relevant connecting transmission system operator,
  • in Austria: TenneT TSO GmbH
  • in Italy and Switzerland: TransnetBW GmbH
  • in France: Amprion GmbH
  • in the Czech Republic: 50Hertz Transmission GmbH
  • in other European countries: TransnetBW GmbH

Details of the specific prerequisites and requirements for the plants and/or plant operators, including the geographical network region in question and the technical parameters involved, are included in the documents provided.

The deadline for submissions of expressions of interest to have plants included in the network reserve from 1st October 2015 is 15th May 2014. The stamp showing the date of receipt by post shall determine whether expressions of interest have been submitted in good time.

It is expected that any resulting contracts will be concluded by 15th July 2014.
