International cooperations

International cooperation in the field of balancing services in Europe play an essential role in stabilising power grids and ensuring a reliable power supply. They help to improve the efficiency of balancing reserves, reduce costs and increase the resilience of Europe's electricity grids.

Optimizing balancing services at European level.
The roles of ENTSO-E. 

European Network of Transmission System Operators for Electricity (ENTSO-E):

ENTSO-Eensures harmonized cooperation between transmission system operators and develops common standards and technical guidelines to ensure grid stability and security. Among other things, ENTSO-E coordinates the cross-border procurement and activation of balancing reserves.

Principle IGCC. 

International Grid Control Cooperation (IGCC): 

In this cooperation, the opposing retrieval of automatic Frequency Restoration Reserve (aFRR) is avoided by carrying out a demand compensation (netting) in participating countries.

Balancing cpapcity cooperations

Participating countries in the FCR cooperation.

FCR Kooperation:

The procurement of FCR is done in a joint tender between Germany, Switzerland, the Netherlands, Austria, Belgium, France, Denmark, Slovenia and the Czech Republic.


aFRR Kooperation:  

Since the beginning of 2020, joint procurement of aFRR balancing capacity has been carried out. All offers from Austria and Germany are awarded jointly. This activity is now being continued in the ALPACA project and expanded to include the Czech Republic.

Balancing energy cooperations

aFRR Cooperation (PICASSO): 

PICASSO (Platform for the International Coordination of Automated Frequency Restoration and Stable System Operation) has enabled cross-border activation of aFRR between Germany and Austria since 2022. The cooperation has grown significantly since then and will cover a large part of the European countries in the future.

mFRR Kooperation (MARI):

As a counterpart to PICASSO, MARI (Manually Activated Reserves Initiative) has enabled cross-border activation of mFRR since 2022. This cooperation is enabling an international exchange of mFRR in Europe.
