Call for expressions of interest in accordance with § 4 (2) of the German Regulation on the Network Reserve (NetzResV) for the winter period 2026/2027 (1 October 2026 – 31 March 2027)
In accordance with the provisions of the German regulation on the network reserve of power plants (Netzreserveverordnung) as last amended on 22 December 2023, the German national regulatory authority (Bundesnetzagentur, NRA) has confirmed the requirement for additional reserve capacity for the network reserve for the winter period 2026/2027 in accordance with § 3 (1) NetzResV. To cover this demand, an expression of interest procedure will be initiated by the transmission system operators in accordance with § 4 (1) NetzResV.
The German transmission system operators hereby invite interested power plant operators to submit expressions of interest in accordance with § 4 (2) NetzResV for the participation of their power plants in the network reserve for the period from 4 May 2026 to 19 May 2026, 12:00 p.m. CET. To submit an expression of interest, interested operators are required to complete the documents supplied for this purpose and send them electronically (provided with a qualified electronic signature) to the responsible transmission system operator:
- for Germany: the relevant connecting transmission system operator
- for Italy and Switzerland: TransnetBW GmbH
- for France and Luxembourg: Amprion GmbH
Details of the specific prerequisites and requirements for the power plants and/or power plant operators, including the geographical network region in question and the technical parameters involved, are included in the documents provided.
The deadline for submitting expressions of interest for participation in the network reserve is 19 May 2026,12:00 p.m. CET. The timely electronic receipt of the duly signed documents shall be decisive for meeting the deadline.
Possible resulting contracts are subject to approval by the German NRA, in particular with regard to the selection of plant operators to be contracted and resulting financial obligations of the responsible transmission system operator. There is no legal entitlement to the conclusion of a contract.
