Efficient congestion management: transmission system operators put redispatch settlement server RAS into operation
With the new server for redispatch-processes we can optimize the transmission control.

26 June 2020 - Bayreuth, Berlin, Dortmund, Stuttgart. Today, the four transmission system operators 50Hertz, Amprion, TenneT and TransnetBW successfully put the first component of their joint redispatch platform into operation: the so-called redispatch settlement server or RAS. Until now, redispatch measures were implemented among the transmission system operators (TSOs) and the operators of power plants and storage units with a capacity over 10 MW, using specific IT tools for each control area. With the introduction of the RAS, the processes and formats for redispatch activation are now broadly harmonised for the entire electricity system.

In an electricity market that is increasingly characterised by volatile generation, the RAS is an instrument that can more quickly and more flexibly initiate redispatch measures. The joint redispatch platform with its harmonised data formats and processes creates the prerequisites to also perform congestion management with mostly renewable energy in the future and integrate it into the existing redispatch process as stipulated in NABEG 2.0.

More specifically, the control centres of the TSO system management departments can use the RAS to consult and edit all power plant interventions that are available, ongoing, being aligned and relevant for Germany. This enables them to more easily align decisions when initiating redispatch measures. Furthermore, smooth settlement and transparency processes are introduced together with the central management of the measures.

The second package of the joint redispatch platform is the redispatch determination server RES. This server will complement and partially replace existing tools used to predict the grid situation for planning-relevant periods and identify imminent bottlenecks. Based on the imminent bottlenecks, the RES selects those available measures that are the most cost-efficient while respecting the legally prescribed priority rules for renewables. With the calculation results of the RES, the TSOs can solve predicted as well as existing grid bottlenecks even more efficiently than before. The RES will be put into operation next year.
